You will probably end up using a graphics program
at some point, and when you do, I would suggest two
programs. The first is Adobe Photoshop, and the second
is Paint Shop Pro. Photoshop is very robust but very
expensive, while PSP is free (shareware) and does
a lot of the same things.
Should you want to use special Bahá`í characters (such as underdot) in graphics (this won't work in HTML), there is a solution to that. Windows fonts for Bahá`í texts. These are TrueType fonts available for download. These Windows Unicode fonts contain all the characters you need to read and write the diacriticals common to Bahá`í texts, including dot under letters! You can use these in any program in Windows, but there is no HTML equivalent for some of these characters.
